The Ukrainian prime minister and Russian president favor new deals to give Gazprom access to Ukraine's oil and gas infrastructure. Yet the country's parliament has passed a new law that will stymie Gazprom's grand strategy because it prohibits Ukraine's gas transmission network from being privatized. The result will be a frustrating thorn in the side of Gazprom's strategy.

Rumors that Hungary is considering switching allegiances to Russia's Blue Stream pipeline extension from the Nabucco pipeline have emerged recently. These rumors are worrying to both the project's sponsors and EU officials, especially given Hungary's already strong relationship with Russia, and highlight the fact that domestic politics are still capable of trumping EU security of supply concerns.

The recent meeting of the Gas Exporting Countries Forum has again reignited fears that the organization will emerge as a gas OPEC. These fears have been further fuelled by plans to set up a price formula working group. However, the ability of the GECF to emerge as a gas OPEC, at least in the short to medium term, remains limited.

With work beginning on a new biodiesel plant in Co Wexford, Ireland, biofuel critics have continued to argue that mass biofuel production will lead to farmers converting most of their tillable land to plants for biofuel production, pushing up food prices. However, such large-scale conversion is unlikely for several reasons, not least that biofuel consumption remains very limited in Ireland.

The EU and Russia's only common ground on energy policy is that Europe wants the gas Russia has, but that is not enough to ensure security of supply in Europe's energy-starved future. President Putin's recent tour to secure new contracts in central Asia is symptomatic of a fundamental difference of opinion between the EU and Russia on how energy markets should be organized.

Recently revised estimates of Ireland's oil and gas resource endowments paint an upbeat picture of future production levels. If these latest estimates translate into the production levels forecasted, Ireland has the potential to not only meet its indigenous oil and gas needs but also to become a net exporter.

Russia's blatant drive to re-acquire control of strategic energy assets is a growing source of concern to western investors. Why, then, in an increasingly hostile political climate, would any private utility consider a foray into the Russian electricity sector? Key to this, it would appear, is that, for a while at least, the Kremlin will view power and hydrocarbons very differently.

Although carbon capture is increasingly being regarded as the single best technology to reduce carbon dioxide emissions with little impact on the status quo, unco-ordinated government support and the low price of traded carbon leaves scant hope for its widespread implementation in the near future.

UK energy regulator Ofgem may be awarded new regulatory powers in an attempt to tackle the UK's long-term energy supply needs and growing concerns of underinvestment from private companies. The proposals suggest that greater intervention will impact on other key strategic goals, such as the decision to invest in nuclear power and the LNG market.

In a bid to bolster its goal of becoming a major European gas hub, Turkey has entered into a deal worth around GBP1.75 billion with Iran, through which it will help to develop the region's massive South Pars gas field. Despite opposition to the deal on political grounds, the agreement will help to secure European energy supplies as alliances with Russia become increasingly risky.
