A 10-year GBP13bn agreement with Statoil, starting in 2015, will see 50 billion cubic meters of gas transported to the UK. The deal is a good move as it reduces UK dependence on Russian gas through European interconnectors. It is a shame, however, that Centrica is not investing more in the UK's North Sea oil and gas reserves, generating much needed tax revenue.

In stark contrast to their 2006 gas dispute, Ukraine's political leaders bear as much responsibility for the current standoff as their Russian counterparts. Although Kiev perhaps believes that it is in the country's best interests to continue delaying an agreement, such tactics are already eroding support for its situation in Western capitals.

Turkish prime minister Tayyip Recep Erdogan delivered a pointed message to European energy markets on a three-day visit to Brussels last week, stating that, if talks on Turkey's accession to the EU remain blocked: "we would of course review our position". This was Ankara 'playing the energy card', and demonstrated how developments through 2008 have changed Europe's energy outlook.

The recent announcement by 15 gas-exporting states, including six of the world's top 10, revealing that they are to form a permanent organization intended to stabilize prices and monitor markets does not indicate that an OPEC-style gas cartel is any closer to becoming a reality. Still, Europe cannot afford to sit on its hands forever.

Headlines have tentatively suggested that the Russia-Ukraine gas crisis is coming to a close, and EU monitors are now in place on both sets of borders, independently verifying which party is withholding the gas. However, while this is an important step, the underlying issues remain stubbornly unresolved.

With Ukraine under pressure to reduce its massive budget deficit, and with Russia keen to shore up a key route to the European gas market in the face of increasing competition, some form of takeover seems imminent.

In an unprecedented move for the Russian energy giant, Gazprom has agreed to incorporate spot market prices in some of its long-term European export contracts. More significantly, the move potentially represents a structural change in gas market pricing mechanisms away from oil-linked contracts and toward a system that is more reflective of supply and demand fundamentals.

Gazprom may be forced to rethink many of its massive long-term investments as the Russian supplier's projects face a wall of challenges. Technological difficulties, the emergence of US shale gas, Europe's supply glut and a steep drop in net profits have already led to a scaling back in investments.

Plans to split gas transportation and distribution assets in Lithuania have been endorsed by the country's parliament. Datamonitor believes that the plans, once approved by the president, will help move the Lithuanian gas industry towards unhindered access to the European gas infrastructure, while also changing the configuration of the domestic market.

In 2009, a deal was negotiated to bring more of Russia's gas to Poland and give Gazprom and PGNiG exclusive control over the Polish section of the Yamal pipeline. However, the EU raised concerns that the agreement contravened laws over pipeline ownership. The deal has now been renegotiated to bring it in line with EU legislation, weakening Moscow's long-term prospects in the European gas market.
