In its efforts to forge a liberalized pan-European energy market, the European Commission has mandated the creation of national regulators. Key issues such as power interconnection between markets are beyond the effective scope of national regulators, creating barriers to the creation of a pan-European market. However, this may be overcome by proposals to eventually set up an EU-wide regulator.

US LNG terminal building boom will lead to massive underuse of capacity

Gas producers without export pipelines are taking advantage of increased natural gas demand in Europe, the US and Asia by shipping gas in liquid form. Demand for LNG is so great that shipments at sea have been diverted from their original destination to take advantage of arbitrage opportunities elsewhere. Nevertheless, new capacity created by a boom in LNG infrastructure builds may be underused.

UK LNG: foreign suppliers are failing to deliver

UK wholesale gas prices have been at a premium to the US market; however, this has failed to encourage LNG shippers, which have diverted tankers away from the UK. Cargo needs, capacity planning and concerns about the security of supply should be raised, given that market fundamentals are not at work. A supply failure, albeit temporary, must be corrected for the market to function efficiently.

Growing problems threaten to make the Nabucco project a pipedream

The troubled history of the EU-inspired Nabucco pipeline continued last week when the Hungarian ambassador, Mihaly Bayer, stated that Iranian gas would be critical to feed the pipeline in order to reduce dependence on Russian supplies. While such a statement may prove to be true, at this stage, the chances of the pipeline ever being built look increasingly remote.

The auctioning of carbon allowances is a long-awaited and much-needed feature of the EU ETS

Phase I of the EU Emissions Trading Scheme delivered increased electricity prices, sub-optimal carbon abatement and windfall profits for power generators. The potential for more abuse of the mechanism is extremely high in phase II. However, relief is expected in the form of European carbon allowance auctions.

On October 3, Ukraine and Russia signed a Memorandum of Understanding under which price increases for gas imports will be spread over three years. Although Kiev appears to have secured supply at a manageable cost, lack of detail in the agreement and turmoil in Ukrainian politics suggests the deal will have little impact in the long run.

Following the military conflict in Georgia and the potential 'loss' of the EU-US backed 'fourth corridor' of energy supplies from the Caucuses/Central Asia, liquefied natural gas is rapidly gaining traction across European states as a strategic supply option. Yet it is the US, as much as the EU, that is driving renewed interest in LNG in Europe.

With unstable wholesale prices and the increased cost of credit making it ever more difficult for these suppliers to operate, there are fears that similar power suppliers could suffer the same fate.
