The Belgian minister of energy has tried to give the Commission de Regulation de l'Electricite et du Gaz the authority to influence price. Suppliers would have to submit an application to change tariffs, which the regulator would either approve or refuse. Yet with comparable levels of GDP and energy tariffs to its European neighbors does Belgium's energy market really need such radical measures?

As part of its long-term environmental vision, P&G has announced that its manufacturing facility in Auburn, Maine, is the company's ninth global site to achieve zero-waste-to-landfill status to date. However, P&G's move towards becoming a zero-waste company is unlikely to resonate among consumers, given the equally ambitious environmental targets frequently set by rival FMCG companies.

EDF and Centrica have finally struck a deal concluding the long running sale of British Energy. After months of negotiations it will come as a relief to both parties, but while EDF walks away with GBP2.3 billion and a 51% stake in SPE, the terms that Centrica secured will reap more immediate gains for the former UK incumbent.

The divesture of certain assets by GDF and Suez to appease European Commission conditions for their planned merger is an excellent opportunity for other energy players to augment their gas and electricity portfolios in some of western Europe's key energy markets.

Having released the results of its investigation into Electrabel's new gas and electricity price changes, Belgian electricity and gas regulator the CREG has made the surprising recommendation that temporary price caps should be considered. The CREG has also requested jurisdictional competence to deal with retail price matters (currently, it only has authority over transportation and distribution).

France, Germany, Belgium, the Netherlands and Luxembourg have signed an agreement to integrate their electricity transmission systems. This deal is being hailed by some as the first step towards a fully integrated European wholesale market. However, the lack of an independent, comprehensive regulator may slow movement towards this goal, and towards facilitating cross-border trade.

Leading Russian oil producer Lukoil has entered into talks with ConocoPhillips to acquire some 380 filling stations under the Jet brand. This move illustrates the fact that, while the US giant begins a huge divesture program to fund upstream investments, Lukoil is heading downstream with a vengeance.

Europe's largest power exporter, France, has agreed to wholesale power market coupling with its lowland neighbors, Belgium and the Netherlands. Multinational day-ahead trading is scheduled to commence at Belpex later in November. While this represents a forward step towards a single European energy market, it alone will not redress underlying market inefficiencies.

Lukoil is keen to continue its charge across the European forecourt retailing sector as displayed by its interest in the soon-to-be-auctioned portfolio of ChevronTexaco forecourt retailing sites in the Benelux countries. With upstream infrastructure already in place, the capture of such a valuable retail network will ensure Lukoil achieves its goal of establishing its brand as a major player.

After a long period of inaction by Ofgem over the issue of wholesale price spikes, recent signals have emerged pointing to a possible new, and more vociferous, desire by the regulator to address the issue. However it remains to be seen if this rhetoric will translate into Ofgem finally taking the required assertive course of action.
