News that Rough, the UK's largest gas storage facility, will be out of operation for longer than expected will do little to ease conditions in what is already an extremely tight wholesale gas market. The ongoing tension between supply and demand will continue to exert pressure on wholesale gas prices that will ultimately and inevitably be borne by consumers.

Currently prevailing wholesale gas prices on both sides of the Atlantic could precipitate further retail price rises for UK energy consumers this winter. The fact that US gas prices are considerably higher than those in the UK creates scope for already tight gas supplies in the UK to become even tighter this winter as LNG cargoes are diverted to the higher priced market.

The courses of action open to Lithuania in its gas supply contract dispute with Gazprom appear to be limited. A contract signed in 2004 tied gas import prices to an oil linked indexation formula. Rising oil prices mean that the import price for 2006 will rise by 46% - an unwelcome situation for the government, but one in which it has little, if any, room for maneuver.

European utilities and governments are placing more and more emphasis on the movement of liquefied natural gas by tanker to bolster supply security. Sole reliance on regional price dynamics to attract deliveries of this important and flexible source of gas supply is not sufficient and additional strategies may be required.

The media spotlight has fallen on Libya and the activities of international oil companies there after the release on compassionate grounds of al-Magrahi, the man held in connection with the bombing of Pan Am flight 103. However, despite the controversy caused by his release, it should be remembered that the companies have been active in Libya since US-led sanctions ended in 2004, and before.

Gazprom's plans to expand downstream into the Italian energy market have again encountered resistance from regulators, with the Italian Antitrust Authority voicing concerns over a cooperation deal with Eni. While such a deal would undoubtedly be beneficial to both Gazprom and its proposed partner Eni, the benefits to consumers are less discernable.

Romano Prodi's new government has taken an aggressive stance on network unbundling, and this will have far-reaching implications for Italian energy giant Eni and its natural gas network. Perhaps displeased with the slow pace of ongoing regulatory and anti-trust proceedings into the natural gas transmitter, the government is leaving nothing to chance.

Italian energy regulator AEEG has made a name for itself as a tough referee and devoted proponent of transparency and market liberalization. Reinforcing this image, it recently fined five gas utilities for not providing information for an inquiry on time. While the utilities may not appreciate having such a tough regulator at present, it should serve the Italian energy market well in the long-run.

Sonatrach has claimed that the global market for LNG will double by 2016. While this has a sharp resonance with previous predictions by the IEA, the meteoric rise of LNG is fast becoming weighed down by the same forces afflicting conventional hydrocarbon production; namely heightened levels of political risk and spiraling costs in upstream development as the latest developments in Tehran attest.
