However, given the lukewarm reception that the proposal has received so far, and the fact that unanimity is required, the proposal is unlikely to be adopted.

The government's pretense that it is maintaining a competitive market environment while actually pursuing a highly interventionist policy means that there will be a crisis in UK energy policy - unless the government convinces the public that carbon reduction is worth the cost.
