The Nordic countries are currently seeking to fully integrate their grid network systems so that they operate under a single management. While a number of vertically integrated utilities elsewhere in Europe are also proposing to create an integrated, independent transmission system operator, they should pay heed to the developments in the Nordic market to better grasp the scale of such a task.

With the UK Energy Review well underway, private business in the UK is beginning to indicate the ways by which it would be willing to support the financing of a future nuclear building program. The review will be analyzing the different financing options open to the UK government for new nuclear plant: looking to the Finnish example could provide a plausible vision of the future.

The end-user price for Finnish electricity customers has failed to track the fall in wholesale prices following last year's extremely high prices. The conditions that created the price peaks have now dissipated and customers need to be made more aware of this to help drive both switching and competition.

Taking full control of Sweden's Birka has countered Fortum's losses from lower oil and electricity prices. The company envisages E100 million a year in cost savings from synergies from 2004. With 1.36 million distribution customers, a strong bundled service strategy, and an expected 1-2% rise in Nordic energy consumption, Fortum is on track for a good 2002.

Buying out Birka is part of Fortum's broader strategy to focus on the Nordic energy markets, as well as expanding in the heat and power segment. Fortum is also divesting its non-core businesses, and may make more acquisitions in the region. This matches the strategy of its main Nordic rival, Vattenfall, of focusing on energy supply in northern Europe.

Leading Russian oil producer Lukoil has entered into talks with ConocoPhillips to acquire some 380 filling stations under the Jet brand. This move illustrates the fact that, while the US giant begins a huge divesture program to fund upstream investments, Lukoil is heading downstream with a vengeance.

Lukoil has announced its acquisition of petrol stations in Hungary, while its purchase of Finland's Teboil has also been approved by the European Commission. Not only do these deals secure a dependable outlet for its oil exports, they are also an indication of Lukoil's clear ambition to establish itself firmly in European fuel retail.

Criticism from a leading Finnish power player over Nord Pool pricing mechanisms has raised interesting issues in light of changing electricity market dynamics. Indeed, the advent of emissions trading brings the market's current pricing mechanism into question, and may signal the need for reform.

Fortum's [FUM1V.HE] UK businesses look like a good fit for Quantum Energy, which seems to be happy fighting over the smaller volume energy consumers. The extra size from the acquisition and improved financial support from a change in ownership put Quantum in an excellent position to gain market share from its rivals.

The news that oil giant Shell is to sell its network of Finnish service stations comes on the back of the revelation that the firm is to withdraw from a third of its fuel retail markets globally. Datamonitor predicts that, due to the concentrated nature of the market, it is unlikely that one of the leading players in Finland will purchase the Shell network.
