Leading Russian oil producer Lukoil has entered into talks with ConocoPhillips to acquire some 380 filling stations under the Jet brand. This move illustrates the fact that, while the US giant begins a huge divesture program to fund upstream investments, Lukoil is heading downstream with a vengeance.

France has joined a number of other countries in approving the commercial sale of biofuels, with the French government stating that it hopes to see biofuel's share of total motor fuel consumption rise to 7% by 2010. However, legislation alone is not enough. Given the need to convince retailers to provide biofuels, and the attendant costs, the uptake of biofuels also needs to be consumer-driven.

In a bid to promote price competition in its fuel retail sector, the Italian government has proposed to make it easier for retailers to open petrol stations and to allow supermarkets to enter the market. Italy already has a high number of petrol stations and network expansion is undesirable. However, assuming only supermarkets exploit this legislative change, lower prices should be achieved.

The Irish National Roads Authority has stated that there will be no new motorway service stations in Ireland until 2009 at the earliest, partly because of lack of interest. However, this seems somewhat surprising as, if executed correctly, oil companies could profit from running motorway service stations in the country.

Shell is to rename the 70 unmanned Metax petrol stations in Denmark Shell Express, committing itself to its automatic site format. This could prove a shrewd move as not only do unmanned sites significantly reduce the time it takes customers to fill their vehicle, but they provide an efficient alternative for over four in 10 of European motorists who visit petrol stations shops but only buy fuel.

The EU commissioner responsible for tax and customs-related issues is set to table a proposal to raise the minimum level of diesel tax imposed by member states, in a bid to cut down on 'tank tourism.' However, given the lukewarm reception that the proposal has received so far, and the fact that unanimity is required, the proposal is unlikely to be adopted.

This will not only prove costly in terms of repair bills but could prove damaging to the grocers' brands in the short term. Polish oil giant PKN Orlen is beginning to flex its muscles on the eastern European service station market. Most recently, it has been reported that the company is seeking to purchase the Esso petrol network in the Czech Republic from ExxonMobil. However, PKN Orlen's plans are likely to clash with those of Lukoil, which has also been expanding aggressively in this region.
