Following the unbundling of the Dutch utilities market in July 2008, RWE is poised to purchase Essent, achieving a long held ambition to acquire assets in Holland. Although the E9.3 billion price tag is higher than many expected, RWE will acquire approximately 6,200MW of generation in Holland, with lower levels of emissions than its existing capacity in Germany.

The Dutch government has granted Shell and a consortium led by GDF-Suez E30m to develop proposed carbon capture and storage schemes that are expected to capture a combined two million tones of CO2 over the next 10 years. While one of the schemes will use depleted gas fields, the pioneering use of depleted coal mines in the other may encourage further investment in the technology in future.

The proposed merger between Dutch utilities Nuon and Essent has hit the buffers, with two Dutch provinces which own 23% of Nuon opposing the planned deal. While it may seem strange that the shareholders would oppose the creation of a new national champion, it could be that they would prefer to hold out for a wealthier suitor such as E.ON or Enel.

A week after the work councils were reported of potentially planning protests against unbundling, Dutch power supplier Essent has repeated its claim that it will be hit by $1 billion in claims if the network is unbundled. However, these pronouncements show no sign of derailing the government's push to pass a law forcing the separation of the networks business by 2008.
