Despite the huge growth in Spanish gas consumption and import capacity, which is predicted to continue for some time into the future, Portugal has reworked its generation licenses in favor of coal. This is indicative that the Portuguese are seeking to retain some degree of independence from Spain.

No European region has been in the M&A limelight like the Iberian Peninsula, and yet more mergers and acquisitions are expected as the Iberian energy markets open, especially as the dual world of regulated and liberalized markets collide. Both Spain and Portugal present opportunities for energy players to increase market reach and take advantage of a market on the verge of liberalization.

Iberdrola currently has 12% of the partially liberalized Portuguese market. Its goal is to take 15-20% within five years, once the market has been fully deregulated. To achieve this, Iberdrola requires two things: a sizeable residential customer base and successful sales methods. Using CTT's network alongside other distribution channels may prove the best way to get them.

Unlike the other oil and gas majors, Eni's greater reliance on gas sales meant that it did not greatly benefit from the increase in oil prices over 2002. Instead, reduced gas sales in Italy as a result of warmer than normal weather and a lower selling price for gas forced revenues down. Similar results are expected in 2003 as Eni continues to expand outside Italy.<BR />

Hydroelectric output in Portugal is decreasing at a time when demand is increasing. Fossil-fuels should not make up the difference because Portugal is committed to a 10% reduction in carbon emissions by 2010. Other solutions include power imports, nuclear power or renewable energy. However, no option is ideal, and Portugal has some difficult decisions to make.

Following an 18-month battle, EdF's subsidiary EnBW is reportedly ready to sell some of its shares in Hidrocantabrico in exchange for an active role in management. If EdP wins the fight for control of Spain's fourth largest electricity utility, it will be a serious blow for EdF. The French company's international plans have so far been highly successful.
