Unsurprisingly, this has driven Russia's Gazprom to find other outlets for its gas production, with deals underway in Turkey and China. A compromise deal has been struck that will see Ukraine paying twice as much for Russian gas than it has done until now. The agreement follows Russian action to cut pipeline capacity through Ukraine on January 1, 2006. Yet the game of brinkmanship has understandably caused consternation in the EU, raising long term questions over supply.

There are two events on the horizon with potentially serious implications for the reliability of gas supplies to Europe: Yulia Tymoshenko's appointment as Ukrainian prime minister, and Turkmenistan's decision to hike gas prices to Russia.

The Ukrainian prime minister and Russian president favor new deals to give Gazprom access to Ukraine's oil and gas infrastructure. Yet the country's parliament has passed a new law that will stymie Gazprom's grand strategy because it prohibits Ukraine's gas transmission network from being privatized. The result will be a frustrating thorn in the side of Gazprom's strategy.

Ukraine is seeking to attract much-needed investment into its aging power infrastructure and, despite previous failed attempts, is putting its faith in market liberalization to bring this about. Although many uncertainties remain for such a move, this country of nearly 50 million people offers significant growth potential for Europe's cash-rich leading utilities, and thus could prove enticing.

In a world with growing international competition for supplies, Gazprom is reported to have agreed to gradually increase the price that it pays for Central Asian gas, in order to secure supplies from the region that may otherwise be exported to China and to Europe directly via the Nabucco pipeline. As a result, Ukraine may be forced to increase its import prices or risk supply disruption.
