On October 3, Ukraine and Russia signed a Memorandum of Understanding under which price increases for gas imports will be spread over three years. Although Kiev appears to have secured supply at a manageable cost, lack of detail in the agreement and turmoil in Ukrainian politics suggests the deal will have little impact in the long run.

Recent Russian hostilities in Georgia, alongside PKK attacks on the Baku-Tbilisi-Ceyhan pipeline, have exposed the tight link between geopolitics and energy security in upstream European supplies. While the EU is increasingly looking to Central Asia and the Middle East to diversify supply options, it will need strong resolve and plausible political incentives if such a strategy is to succeed.

Lukoil's decision to approach Repsol YPF regarding a full takeover has been all but written off as farcical by much of the industry. However, while a full blown takeover is indeed unlikely, certain circumstances, including Spain's spiraling deficit, mean that some form of union is perhaps not as unlikely as it seems on first inspection.

Why, then, in an increasingly hostile political climate, would any private utility consider a foray into the Russian electricity sector? Key to this, it would appear, is that, for a while at least, the Kremlin will view power and hydrocarbons very differently.

The EU has frequently experienced cuts in gas supplies due to conflicts between Russia and its neighbors, the latest of which being a disagreement with Belarus. Europe's almost unavoidable dependence on Russia for its gas supply highlights the need for the EU to work with Russia and transit countries in establishing a framework that will ensure an uninterrupted supply of gas.

Alarm bells sounded across Eastern European capitals this weekend as Gazprom warned that Naftohaz was perilously close to defaulting on debts for gas received - one of several triggers behind this year's and previous gas disputes which left thousands across Europe without heating. Although the climate may have warmed since January, Moscow's relations with Kiev and Brussels remain decidedly frosty.

Following hostilities in the Caucuses, the implications for European energy security are continuing to play out. While it remains an open question as to whether Central Asian reserves will be'off limits' with regards to Russian influence on supply routes, European states are taking action closer to home to reduce dependency on Russian gas. Poland currently occupies 'pole' position in this race.

In 2009, a deal was negotiated to bring more of Russia's gas to Poland and give Gazprom and PGNiG exclusive control over the Polish section of the Yamal pipeline. However, the EU raised concerns that the agreement contravened laws over pipeline ownership. The deal has now been renegotiated to bring it in line with EU legislation, weakening Moscow's long-term prospects in the European gas market.

Gazprom's plans to expand downstream into the Italian energy market have again encountered resistance from regulators, with the Italian Antitrust Authority voicing concerns over a cooperation deal with Eni. While such a deal would undoubtedly be beneficial to both Gazprom and its proposed partner Eni, the benefits to consumers are less discernable.
