Local choice emerges as the Competition Commission's key concern in its 'emerging thinking' document. It is not unduly concerned with Tesco's market share, its dominant position nor indeed its landbanks: it is only interested in factors that distort the market. If this is its intention it should recognize the true extent of choice consumers have and address the shortcomings of the planning system.

In a bid to promote price competition in its fuel retail sector, the Italian government has proposed to make it easier for retailers to open petrol stations and to allow supermarkets to enter the market. Italy already has a high number of petrol stations and network expansion is undesirable. However, assuming only supermarkets exploit this legislative change, lower prices should be achieved.

Rewe aims to raise its market share in German grocery retailing to 20% and has pledged E1.2 billion for future investments. Sales have risen by E115 million in Germany, with like-for-like growth of 3% in the first quarter, after Rewe's brand portfolio consolidation. The retailer also announced its future strategy to open 140 new supermarkets in Germany in 2007 - a move that should be a success.
