The consultancy, Pentascope International, may have to ensure heavy investment in the network to meet its contractual obligations.

Gazprom has taken its first substantive step into West Africa by signing a joint venture with Nigerian National Petroleum Corp to work on exploration, production, transportation, gas refining and the construction of electric power infrastructure. Although the move will be of concern to International Oil Companies operating in Nigeria, considerable risks to Gazprom's success remain.

Media reports are claiming that the UN's ongoing study of oil pollution in Nigeria will find Shell responsible for only 10% of the oil spilled into the Niger Delta in the last 40 years. However, even if the final report favors Shell, the media backlash caused by the BP spill, coupled with the Nigerian government's continuing intervention, will make its future in the Delta far from straightforward.

Recent media coverage of the social unrest in Tunisia, Egypt, and Libya has referred to a "Middle Eastern crisis." However, these important oil producing nations are firmly African. The oversight is indicative of a broader media tendency to ignore similar problems taking place across Africa, where a number of elections throughout 2011 could further threaten the continent's oil and gas production.

In October 2010, Anglo-Dutch oil giant Shell was dropped from the Dow Jones Sustainability Index because of growing concerns over its operations in Nigeria, and the firm has now responded by scrapping its policy of linking executive bonuses to the index. However, it is hard to say how Shell should proceed in Nigeria, as pulling out of the country could mean even worse news for the environment.
