All but one of the 10 National Allocation Plans put before the European Commission have been sent back with downward revisions to the CO2 limits proposed. The reductions in allowances in the second phase will probably lead to a more efficiently traded market in carbon, but the stringent cuts may encounter stern resistance from the business lobby.

Recent reports have suggested that the UK government is planning to create a super database to hold citizens' details. Meanwhile, UK prime minister Tony Blair has denied the super database idea, but is planning to share data at a national level anyway. However, national data sharing will be very challenging, not least due to the many data quality and integrity issues, and is unlikely to succeed.

The UK's Museums, Libraries and Archives Council recently published the results of a feasibility study for a single membership card for all of London's public libraries. The card is likely to be a smartcard and the possibility of linkage with transport card Oyster is being considered. The launch of such a card would represent an interesting development, especially if the smartcard format is used.

The UK Department of Work and Pensions (DWP) has made a blunder in notifying pensioners of their new pension amounts and confirming the bank details the pensions were to be sent to. When sending out notification letters to some pensioners, the DWP managed to attach a further letter not intended for the actual recipient. This raises the threat of identity theft, which is already a growing problem.
