Gas producers without export pipelines are taking advantage of increased natural gas demand in Europe, the US and Asia by shipping gas in liquid form. Demand for LNG is so great that shipments at sea have been diverted from their original destination to take advantage of arbitrage opportunities elsewhere. Nevertheless, new capacity created by a boom in LNG infrastructure builds may be underused.

While many countries are complying with the letter of the directive, the commission believes they aren't complying with its 'spirit', a view supported by new research.

On the back of UK energy minister Malcolm Wicks' admission that the Interconnector pipeline "is not working properly", the Energy Intensive Users Group has called for the UK operator to be given control of spare capacity. However, shipper failure to maximize imports at a time of record high prices is more a result of impotent legislation than player manipulation.

UK wholesale gas prices have been at a premium to the US market; however, this has failed to encourage LNG shippers, which have diverted tankers away from the UK. Cargo needs, capacity planning and concerns about the security of supply should be raised, given that market fundamentals are not at work. A supply failure, albeit temporary, must be corrected for the market to function efficiently.

The first few weeks of 2010 saw the UK gas grid come under intense pressure, as unusually cold temperatures drove demand well above seasonal norms. The situation was worsened by outages in North Sea supply and constraints in the gas grid, which culminated in spiking wholesale prices and the interruption of supply to nearly 100 industrial users.

Russian President Vladimir Putin has been quoted saying that by 2010 10% of UK gas demand is likely to be sourced from Russian imports. Whilst Russian gas will no doubt assume greater prominence in the UK over time, Mr Putin's forecast appears extremely bullish given the availability of geographically closer gas sources and is unlikely to materialize in the short to medium term.
