The UK EMR's tripartite goal of achieving energy security, carbon reduction, and cost minimization is untenable. The government's pretense that it is maintaining a competitive market environment while actually pursuing a highly interventionist policy means that there will be a crisis in UK energy policy - unless the government convinces the public that carbon reduction is worth the cost.

Concerns about the UK's electricity capacity margins are shared by industry stakeholders and government alike. However, Datamonitor still considers that the lights will stay on, despite the undeniable increasing pressure on capacity margin. The prospect of skyrocketing prices by 2015/16 is much more concerning.

These companies have focused on upstream production of LNG, but are neglecting the retail distribution infrastructure and the relative lack of vehicle manufacturers that make natural-gas-powered vehicles.

Recent UK gas price spikes largely reflected high demand resulting from cold weather. Datamonitor agrees with the DECC's and Ofgem's opinion that the UK gas market is functioning well and has adequate import and storage capacity. Clearly supply must be available to meet demand, but investment in gas storage capacity is just one solution to the problem.
